For the review panel
A flood map tells a dispatch center which neighborhood is wet. The officer at the barricade still has to decide if the next block is over the axle or at the glass. Radios pass “it’s bad.” The next unit needs the edge.
The phone
FloodTruth is a browser app. There is no store install. The crew opens it, and a staged flood surface is drawn on the camera. Public USGS terrain hides that surface where a hill stands in front of it. The depth at the phone is in feet. Someone taps the water’s edge. After that area is saved on the phone, the mark opens with no cellular signal.
Try the running build. The scene is Hurricane Helene’s recorded crest on the French Broad at Asheville: USGS gauge 03451500, 24.67 feet on 27 September 2024, a level surface on USGS 3DEP terrain.

What is already in the build
- Camera overlay of a staged water surface, with the hill hiding the water.
- Compass heading corrected with the World Magnetic Model 2025.
- A tap on the observed water edge, saved against the staged surface.
- An area that still opens after it has been saved on the phone.
What this entry does not claim
- It does not forecast rainfall or the river.
- It does not move a FEMA flood-zone line or a base flood elevation.
- It does not measure depth by itself. The number is the staged surface until a person taps the edge they see.
- A tidal groundwater layer is not in this build.
